Officer James Legg can be heard in the dash cam video screaming at Rose Campbell, “Hey, you’re not in charge! Shut the fuck up and get out of the car!” after she refused to sign a citation.

Mrs. Campbell did not agree with the citation in question and thought that signing it would be an admission of guilt. She put an “X” rather than her signature and asked to speak to a supervisor. What she got instead was violently manhandled by Legg amid cries for help.

Public Safety Chief John Robison released the dash cam footage in good faith in a YouTube video, claiming ahead of the footage that Officer Legg’s actions “simply do not represent who we are as an organization.”

“If we are going to be 100 percent transparent, that means that we also must be willing to share with you any major concerns that arise regarding employee performance and behavior,” Robison said in the video.

While tepid assurances that America’s police departments aren’t racist continue to sprout up despite a deluge of footage proving otherwise on a daily basis, hopefully an uptick in accountability and punishment for the offending officers will finally prompt a degree of much-needed change.
